PayPal requests additional information

I managed to fax the earlier list of documents requested by PayPal, courtesy of a little bird who happens to be the CEO as well. Anyway, PayPal confirmed acceptance of the documents after the fax was sent but a few hours later they sent the following message to me.

Dear Mohd Elfie Nieshaem Juferi,

We’re sorry, but your account access limitation cannot be lifted at this
time. We need more information about your account before we can restore
full access to your account. Please complete the steps below so that we may
review your account further

They want my bank statement and proof of service for the disputed transactions they listed. Somehow I managed to collect them together and print them out. Now all I need to do is to get it faxed. Again. This is getting really tiresome. I understand why they had to do it the first time around but why do they have to ask for other privy information as well? I really do not see the point. Is it not enough that they already have copies of my IC, driver’s licence and utility bills?

Sheesh.

    Hello All,

I have been asked by paypal to provide some additional documentation. Email as below:

We’re contacting you to request some additional information about your case.

In order to continue with the investigation of your claim, we must request documentation that shows the item was returned to the seller. To help us resolve this matter promptly, we request that you provide a front and back copy of the proof of postage for the package associated with this claim.

Submit supporting documentation via our Resolution Centre. You can do this by following these steps:

    1. Click “Resolve Complaint.”
    2. Select the button to provide the documentation and click “Continue.”
    3. Select a method to submit your documentation.

I have looked everywhere and cannot find the link/button. I think paypal did it on purpose 🙂 anyway i have till 20/11 to find a way of doing it otherwise they will close the claim.

Basically does anyone know how to submit additional information when you have an ongoing paypal dispute.

This is the second notice I’ve received. Here’s part of what it says: “As part of our security measures, we regularly screen activity in the PayPal
system. We recently contacted you after noticing an issue on your account.

We requested information from you for the following reason:

A recent review of your account determined that we require some additional
information from you in order to provide you with secure service.”
The message has internal links I should click to help restore my account. When I got the first message, I signed into PayPal, not using those links, and there was nothing there where it said I need to do something or restore it. I’m afraid this is some sort of scam to get my password. What do you think?
I’ve bought stuff and paid with PP since these emails with no probs.
    What’s your opinion on this?

I sold a gift card via eBay. The buyer paid via Paypal and left positive feedback yesterday. Today, I received an email saying that “To protect you from problematic transactions, we sometimes request additional information about PayPal payments.” A case has been opened in the Paypal Resolution Center and the payment is on hold. The email continues, “We recommend that you not ship the item until our investigation iscomplete. If you’ve already shipped the item, please log in and let us knowwhere you shipped it.”

Well, I received payment, I shipped the item, the buyer got it, the buyer seems satisfied judging by the feedback… so I don’t get why a dispute is open now. Is this something that Paypal routinely does at random?

I couldn’t find anything useful in the Paypal help center. I replied to the dispute with the information I mentioned above. I also sent an email to Paypal asking why the dispute was opened to begin with, but thought I might get a more useful answer over here. Has anyone had any similar issues with Paypal?
It’s not a scam. Initially, I suspected it might be, so I didn’t click on any links in the email. Instead I manually typed in the Paypal address and went there that way. There actually is an open dispute against my account on the genuine Paypal site. However, since I’ve received a reply here saying that isn’t unusual, I feel better about it. I expect the funds will be released soon.

I sent in a support request to Paypal about adding a Vanilla Mastercard to my account. I failed to enter the EXPUSE number 3 times (go me -.-), and I sent a support ticket or something to them. The form had two boxes, “question” and “additional information”. I said in the ticket to contact me through e-mail, but I’m not sure if they will.

Anyways, I can’t be called during the day. Do they call your house after sending in one of these, or do they mail you, or what?

11/14/2008 04:02 PST – PayPal: Seller escalated this dispute to a Claim.

11/14/2008 04:02 PST – Seller: he sent me a email about this player: Hi, I received the player but the package is very poorly packed, it’s shipped in an envelop which provide no protection against any kind of external impact. I had a following problems with the item:
    1. The CD was broken during shipping, apparently due to poor packing.

    2. you listed an additional USB cable for the player, in which case I’ll get TWO usb cables. After I receive the package, you told me the original cable sometimes has problem when transferring data (didn’t mention this in the list)

    3. It looks like the screen of the player is slightly flashing, make it annoying when playing video. (I had one same player before, I think this player’s screen is not normal to my best knowledge).

    4. Listed the player as “great condition”, but the mp3 player shows very serous wear.

    1. the cd was put into the BOX the zen came in and was very well packed.

2.as you know, as items eventually wear when used for years, now the sync cable that came with the zen was 3 years old. and sometimes depending on how you attached it to the usb, would sometimes hault syncing for a second. So what did i do out the goodness of my heart, i went and spent my own money and bought him a brand new perfect conditioned sync cord, so he would run into no problems

    3. yesterday he mentioned the cd was broke, and now he brings up this morning that the screen is flashing. THE SCREEN WAS FINE! I HAVE PICTURES TO PROVE IT! THE ONLY WAY I SEE THERE BEING A PROBLEM WITH THE SCREEN IS THROUGH TRANSIT.

    4. i described all the flaws in the player in the ebay listing: ( minor scratch on screen and a few light scratches NOT EVEN VISIBLE AS U CAN SEE FROM PICS & a bit of leather coloring rubbed off on the back due to it being in the case. Not visible at all when put into the case.

    5. i said all sales were final, no returns or refund in the listing. It even stated the shipping method, should have added insurance which i had available for him as optional.

    11/13/2008 21:16 PST – PayPal: Shengyong Qin requested a $95.00 USD refund.

11/13/2008 21:16 PST – Buyer: The package is very poorly packed, it’s shipped in an envelop which provide no protection against any kind of damage. I had a following problems with the item:

    1. The CD was broken during shipping, apparently due to poor packing.

    2. The seller listed an additional USB cable for the player, in which case I’ll get TWO usb cables. After I receive the package, the seller told me the original cable sometimes has problem when transferring data (he didn’t mention this in the list)

    3. It looks like the screen of the player is slightly flashing, make it annoying when playing video. (I had one same player before, I think this player’s screen is not normal to my knowledge).

    4. The seller listed the player as “great condition”, but the mp3 player shows very serous wear, can by no means called “great condition”

    5. I contacted the seller, he refused to take responsibility for the poor packing (like damaged CD), claiming it’s USPS’s fault. I’ve already contacted the seller through Skype, he refused to take responsibilities. I want to dispute this charge and will return the player for full refund. Very disappointed.

    http://cgi.ebay.com/ws/eBayISA.....0273362088

and yes i have delivery confirmation showing it was delievered, this is a item not described case.

how do you think this case will go???

cause first off as u can see in my ebay listing i state the item has scuffs in the appropriate section, and it has black die on the back from the case rubbing off on it. and that the scuffs are from the case and player friction and not from misuse.

some people are telling me this doesnt qualify as item recieved SIGNIFICANTLY different then advertised

    due to:
    1. the cd doesnt affect the player in anyway
    2. the extra transfer cord is sufficent and b
i read somewhere that paypal doesnt honor no return policies from sellers is that true?
THANK YOU FOR THE CORRECTION FO THE TITLE. IM THE SELLER NOT THE BUYER.

and i didnt sell a bad piece of equipment. as you can see in his listing of the issue, its a cd, and a cord which i included a brand new one because the other one acts up. the cd doesnt affect the use of the player its just software which no one uses, they use WMP instead, and i packed it appropriately, in a flat rate evelope which was free shipping for him, i mean if he felt the evelope would provide poor protection he should have bought the insurance, but now im being told, that its my fault he didnt buy insurance, because im the seller, all this time i thoughtthat was the buyers problem., i guessed wrong. the item worked PERFECTLY. he hasnt stated doesnt work. he just says the condition isnt the same as what i showed and described which i cant see how that is as i describe any and all flaws.
i think some people are missing the point here. HE ISNT SAYING IT ISNT WORKING. HE SAYING THE CD IS BROKEN. AND THE THING REGARDING THE CORD, IS sometimes the orginal cord works as things become buggy after years of use, so i included a brand new one to keep that from happening. and not to menton he can still use the player, THE CD DOESNT PLAY ANY ROLE OF THE FUNCTIONING OF THE PLAYER. HAS A WORKING BRAND NEW SYNC CABLE SO WHAT THE HELL IS THE PROBLEM? so how does this apply under ITEM SIGNIFICANTLY DIFFERENT THEN DESCRIBED???
i stated that it has flaws accordingly. the only thing i left out that i thought i had included was the cord thing. but thats irrelevant due to the working sync cable

so i mean, what the heck is the problem. and my item description is over thetop in your opinion, i mean what else do you execpt. im trying to be the one picked out of 100’s of sellers.

and my reason with the no refund. i once had a buyer get the item strip the motherboard and return it =(

Jun 28, 2012: As of April, 2012, new Federal Regulations require Money Service Businesses, such as PayPal, to verify the identity of a customer before we can provide various services or product offerings. As a result, PayPal must ensure we have collected and verified important data such as customer name, address, date of birth, and national tax ID or social security number. Because we were not able to fully confirm your identity based on your current account information, we need to request additional supporting documentation from you.

I have been doing business on ebay for a while selling software. however, one day my paypal was limited and this is what ebay sent me:

    Attention!
We’ve noticed some activity on your account, and we need your help in verifying some information. We’re sorry for this inconvenience, but while we’re working things out with you, you’ll have limited access to list new items on eBay.

Please proceed to you’re my eBay and follow the steps outlined in the email we sent you. Thanks for your attention to this matter!

Another email from ebay was sent about ten minutes later saying that I need to fix up my limited PayPal account. PayPal DENIED my appeal, even though I gave them everything they asked for.
Then they would see if there would be anything else they could do:

    Hello Dennis,

Your eBay selling account has been restricted in order to allow us to
confirm some information including your identity and your current
business practices. This process helps ensure a safe trading
environment for you and the eBay Community.

I understand this process may be confusing. Please allow me to explain
a little more about this process. We’re committed to reducing both
fraud and negative buying experiences on the site. To maintain a safe
marketplace, we sometimes restrict selling activity, end active items,
or suspend accounts until additional information can be verified or
obtained. These actions are not necessarily meant to be a reflection of
your account’s activity, but rather a preventative measure.

In order to appeal your eBay restriction I will need you to first
resolve any unresolved issues with your PayPal account. To start working
on your PayPal account, you will need to contact PayPal directly to
    initiate your appeal.
I have included the instructions on how to contact PayPal:

    1. Open a new Web browser.
    2. Go to the PayPal home page (www.paypal.com).
    3. Log in to your PayPal account.
    4. Under the “Email us” section, click the “Send us a question by email”
    link.
    5. Select the appropriate topic, write your message, and then click the
    “Continue” button.

You can also reach PayPal by phone at 1-402-935-2050. Here are their
    hours:
4:00 AM PDT to 10:00 PM PDT Monday through Friday
6:00 AM PDT to 8:00 PM PDT Saturday and Sunday

The agent will need to verify the telephone number on your account and
the last 4 digits of your credit card or bank account. You may want to
have that information handy when you call.

After your issues with PayPal have been resolved, please reply to this
email. We’ll be glad to help you appeal the restriction of your eBay
account. Please be aware that we may ask you to provide additional
information in order to appeal this restriction.

If you need further assistance, please don’t hesitate to reply to this
    email and let us know.

    Sincerely,
    Adler

After this notice, I was not able to list anything any more. Now I am desperate for some money so I need to sell something fast. So I contacted their live help, and they submitted a request for an appeal.

Although I have over 100% positive feedback and more that 51 of them, I do have a couple people saying they have not received the item they paid for. I have absolutely no proof that I sent it, as I did not use a service with a tracking number of any kind.

Do you think I have a chance to get my account running again?

So i was selling a $5 amazon gift certifate.
one of the asked me this

“I have a question for you as a seller. How do you protect yourself against someone who states it was a bad certificate? I heard that Paypal will always side with the buyer. Thanks.”

before the item was being bought.
after the item was bought and i got his payment, and immediately sent the code via ebay message and email.
after about 2 days i got a message from paypal that said..

question me and the other to use some sort of scheme to get the $5 amazon gift card for free and his money back. the item also sold for $7.50, which i find wierd for someone that pays $7.50
for a $5 amazon gift card. what i basically did do sell the item was buy it off swagbucks and than sell it off ebay. what should i do?! and what does the information that paypal sent me mean? PLEASE HELP!!!! D:

I have an account but it keeps saying limited and says this

“Aug 23, 2012: As of April, 2012, new Federal Regulations require Money Service Businesses, such as PayPal, to verify the identity of a customer before we can provide various services or product offerings. As a result, PayPal must ensure we have collected and verified important data such as customer name, address, date of birth, and national tax ID or social security number. Because we were not able to fully confirm your identity based on your current account information, we need to request additional supporting documentation from you.

Until we able to confirm your identity, access to your PayPal account has been limited. You may be unable to send and receive payments, add funds to your PayPal account, or close the account. We understand that it may be frustrating not to have full access to your PayPal account. We want to work with you to remove the limitation as soon as possible.”

IT HAS SAID THIS FOR A WHILE NOW!

    HOW DO I FIX?
